Planned Capital Improvement Program 2008

The 2008 Capital Improvement Program includes the completion of the reconstruction of the streets within the Crestwood Subdivision. Specifically for this year, North Dexter Avenue, North Bethmaur Lane, North Braeburn Lane and West Como Place will be reconstructed, including new water main, storm sewer, curb, gutter, driveway approach, sidewalk, street pavement and sanitary sewer repairs.

Other projects under consideration for 2008 will be dependent upon various third party decisions. For example, the 2008 Program includes the installation of the utilities on North Lydell Avenue (west side) north of West Silver Spring Drive, to facilitate the planned construction of apartments/condominiums by the Bayshore Partnership. No specific time schedule or plans have been submitted to the City or the Community Development Authority for review at this time. When such plans are submitted and ultimately approved, the costs for the utilities (scheduled for 2008), as well as the reconstruction of the street (scheduled for 2009) would come from the proceeds generated from the Bayshore Tax Incremental Financing District.

Another potential improvement consideration is the reconstruction of West Bender Road, west of North Green Bay Avenue. The first phase would have the City install the necessary utilities and roadway from North Baker Road to North Flint Road, to accommodate the proposed Cardinal Stritch University athletic field construction.

The total estimated cost is $1,189,600. The largest single cost is attributable to the City's desire to enclose a large storm drainage ditch along North Baker Road, south of West Bender Road. That is estimated to cost $505,000 and will be constructed in 2008. The remaining cost of $684,000 would be paid from the proceeds generated by the sale of the property to Cardinal Stritch University. However, Cardinal Stritch is contemplating various design changes, which might eliminate the need for a public street extension. Although the utilities would still be required, the cost to the City would be reduced. At this time, it is not known when Cardinal Stritch will be in a position to give the City the direction we need to proceed with the infrastructure improvements. In 2010, it is being planned that the City would rebuild West Bender Road from North Green Bay Avenue, west to North Baker Road. Possibly, if Cardinal Stritch decides that the recreation park will be delayed, the City could consider this portion of West Bender Road in 2009.

Other considerations for the 2008 Program include a replacement Public Works snow plow truck, a replacement Water Utility pick-up truck, additional engineering funds for the planned reconstruction of North Green Bay Avenue by the State in 2009, and the completion of the street resurfacing on North Sunny Point Lane. These four projects will be completed with existing available funds.
