CITY OF GLENDALE -- COMMON COUNCIL

March 24, 2008

 

                    Regular meeting of the Common Council of the City of Glendale held in the Municipal Building, 5909 North Milwaukee River Parkway.

 

                    The meeting was called to order by Mayor Jerome A. Tepper at 7:00 p.m.

 

                    Roll Call:  Present:  Mayor Jerome A. Tepper, Ald. Robert Whitaker, Joseph V. Colacino, Elliott L. Moeser, Richard W. Wiese, Izzy Goldberg and JoAnn Shaw.  Absent:  None.

                    Other Officials Present:  Richard Maslowski, City Administrator; Tom Czarnyszka, Police Chief; and John Fuchs, City Attorney.

 

PLEDGE OF ALLEGIANCE.

 

                    The members of the Common Council, City staff and all those present pledged allegiance to the flag of the United States of America.

 

OPEN MEETING NOTICE.

 

                    The City Administrator advised that in accordance with the Open Meeting Law, the local news media was advised on Thursday, March 20, 2008, of the date of this meeting; that the agenda was posted on the official bulletin board of City Hall, the Glendale Police Department, and the North Shore Library; that copies of the agenda were made available to the general public in the Municipal Building and the Police Department, and those persons who requested, were sent copies of the agenda.

 

ADOPTION OF COUNCIL MINUTES.

 

                    Motion was made by Ald. Shaw, seconded by Ald. Colacino, approving the minutes of the meeting held on March 10, 2008.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

 

PUBLIC COMMENT:

 

                    One person spoke requesting consideration of the City sponsoring a bike race in Kletzsch Park.  Mayor Tepper indicated the City had no funds available for 2008, and any requests for 2009 should be put in writing for budget considerations later this year.

 

COMMUNICATIONS, APPLICATIONS AND PETITIONS:

                    Communication from City Administrator Richard Maslowski, re:  Spring City Newsletter.

 

                    The City Administrator presented the Spring City Newsletter for review and approval.  Upon approval, the newsletter will be posted to the City's website.  In addition, copies will be made available for pickup at City Hall and mailed to those interested citizens who have paid for this service.

                    Based upon the recommendation of the City Administrator, motion was made by Ald. Whitaker, seconded by Ald. Goldberg, to approve the Spring City Newsletter for copying and posting to the City's website.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    Communication from Public Works Director Dave Eastman, re:  Payment #5 to WDOT for North Green Bay Avenue Engineering.

 

                    Based upon the recommendation of the Public Works Director, motion was made by Ald. Colacino, seconded by Ald. Wiese, to approve Payment #5 in the amount of $13,192.49 to WDOT for North Green Bay Avenue Engineering.  On Roll Call:  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    Communication from Public Works Director Dave Eastman, re:  Sale of Surplus Vehicles.

 

                    Based upon the recommendation of the Public Works Director, motion was made by Ald. Whitaker, seconded by Ald. Colacino, to authorize the sale of three Public Works vehicles at the Milwaukee County's public auction on May 10, 2008.  On Roll Call:  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    Communication from Ald. JoAnn Shaw, re:  Appointment to Glendale Days Committee.

 

                    Ald. Shaw, the 2008 Glendale Days Committee Chair, is requesting the addition of Michelle Kornitz to serve as the Volunteers Coordinator for the 2008 Glendale Days festival.

                    Motion was made by Ald. Shaw, seconded by Ald. Whitaker, to confirm the appointment of Michelle Kornitz to the 2008 Glendale Days Committee.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    North Shore Fire Department 2007 Annual Report.

 

                    Appearance:  Fire Chief David Berousek

 

                    Fire Chief David Berousek presented the North Shore Fire Department 2007 annual report to members of the Common Council.

                    The Fire Chief summarized the report by indicating that in 2007, the North Shore Fire Department responded in Glendale to 620 fire calls, 1,054 ambulance service calls and 616 paramedic calls.  The average response time for paramedic units in Glendale was 7.3 minutes, for ambulance service 5.1 minutes, and a fire call 6.1 minutes.  In 2007, Glendale had 200 more calls for service as compared to 2006.  The Fire Chief summarized the report, indicating the process, or procedures, as to how a fire or emergency medical call is dispatched and how the various stations within the Department respond.

                    Upon completion of the Chief's report, Ald. Colacino questioned what was the average age of equipment, or apparatus, within the Department.  The Chief responded that currently the average useful age for a fire engine is seven years, for a ladder truck ten years, for a staff vehicle ten years, and for an ambulance or paramedic unit five years.  Ald. Colacino further questioned as to whether there has been any discussions on the possibility of other communities joining the North Shore Fire Department.  The Chief responded that there have been no discussions by the Fire Board or himself with other communities.

                    Ald. Moeser requested a definition of what was meant by "Med 84".  The Chief responded by saying that "Med" refers to a medical unit, "8" refers to it being a paramedic unit, and "4" means that it is coming from Station 4.  Ald. Moeser also asked whether there were any positive or negative ramifications to Glendale's previous discussions regarding its continued participation with the Department.  The Chief responded that the Department lost some personnel who thought they were at risk and went to other departments, but other than that, there was no negative feedback from the Department or the employees regarding those discussions a year ago.

                    Ald. Goldberg requested a definition of what was meant by "BLS" and "ALS".  The Chief responded that "BLS" refers to Basic Life Support, which typically means a call for ambulance service.  "ALS" refers to Advanced Life Support, which calls for a paramedic unit.  ALS calls include such traumas as heart attacks, strokes, respiratory failure, etc.

                    Ald. Wiese questioned why the Department responds with a fire truck and an ambulance to all calls.  The Chief responded by indicating that the ambulance and paramedic units are in continual use and in many cases it is quicker to respond to a call for service with fire apparatus.  All firefighters are trained Emergency Medical Technicians and, as such, they can provide immediate treatment while an ambulance or paramedic vehicle is in route.

                    There being no further questions, Mayor Tepper thanked Chief Berousek for his appearance at the Council meeting.  Chief Berousek indicated he has been Chief since 1995, and that this has been his first appearance in front of the Glendale Common Council.

                    Motion was made by Ald. Whitaker, seconded by Ald. Wiese, to place the North Shore Fire Department's 2007 Annual Report on file.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    MMSD - Household Hazardous Waste Collections.

 

                    The City received Household Hazardous Waste Collection flyers from MMSD.  There are several mobile collection sites throughout the year, as well as the permanent collection facility located in Menomonee Falls.

 

                    Motion was made by Ald. Whitaker, seconded by Ald. Goldberg, to place this information on file.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

                    MMSD - Medicine Collection Day - April 19, 2008.

 

                    MMSD is sponsoring a Medicine Collection Day, which is scheduled for April 19, 2008 from 9:00 a.m. to 1:00 p.m.  Glendale residents may dispose of unused medicine at Miller Park on that day.

                    Motion was made by Ald. Shaw, seconded by Ald. Goldberg, to place this information on file.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

 

RECEIPT OF MONTHLY DEPARTMENTAL REPORTS.

 

                    Motion was made by Ald. Whitaker, seconded by Ald. Shaw, to place the monthly departmental reports on file.  Ayes:  Ald. Whitaker, Colacino, Moeser, Wiese, Goldberg and Shaw.  Noes:  None.  Absent:  None.  Motion carried unanimously.

 

COMMISSION, COMMITTEE AND BOARD REPORTS.

 

                    Several Council members briefly reported on the activities of the various Commissions, Committees and Boards they serve on.  The City Administrator indicated that the Governor's request for Federal Emergency Snow Assistance for the February 5 and 6, 2008 storm was approved.  The City will be filing a reimbursement request.

                    There being no further business, motion was made by Ald. Whitaker, seconded by Ald. Shaw, to adjourn the meeting.  Ayes:  Ald.
